CARMS was founded back in 2007 and over recent years has grown into an organisation working extensively across many business areas within the UK and Internationally, providing a multitude of training, support services and products.
We bring together a group of professional associates with a vision to provide an alternative range of solutions to the ever changing needs of the Public and Private sector providers of Care, Custodial, Justice and Security services.
Our ‘can do’ reputation has been built over many years based on a culture of Honesty, Openness and Integrity.
Our ever expanding team of associates continue to provide training and consultancy on our behalf which continues to receive excellent reviews and feedback, creating return business for us.

CARMS have long been an advocate of a holistic approach to identifying and creating innovative solutions.
This has been achieved by the founder Martin Graves recruiting a trusted and expereinced management team and bringing together a group of talented associates.
Allan Binks, Development Director
Allan is a former Police Officer who served for 30 years with Greater Manchester Police. Throughout his career, he assumed various roles.
From CID to Force Operations, and a significant portion of his career was spent asthe Force Duty Officer managing high-risk incidents.
He spent the later part of his service as head of Public Order, Personal Safety, CBRN and Taser training. He managed a range of training from front line staff through to strategic commanders, carrying out key operational and advisory roles.
In addition, Allan managed regional and national groups chairing both the regional search and rescue and Public Order working groups. He also introduced a multi- agency community mediation scheme further and worked as a workplace mediator dealing with disciplinary issues and disputes.
Allan’s experience and skills include:
- Active participation as a respected member of the ACPO Tactics Training and Equipment working group, contributing to setting national standards and policies for Public Order Policing in the UK.
- Broad experience as an event commander, advisor, and assessor, leading command roles at prestigious events such as the UEFA cup final, Olympic Games, and political conferences.
- Expertise in designing and delivering national and international training programs, including Public Order Command courses across the world.
- Contributions to training programs for sporting events management in Qatar in the initial stages of their World Cup preparations.
- Recent involvement in advising the Turkish Government, where he produced and published manuals and documents on crowd management and policing, delivering training to over 1000 senior Turkish officials from Police, Military, and Government departments.
Allan holds a Bachelors degree from the University of Manchester and a professional Graduate Certificate of Education from Huddersfield University.
Andy Moore, Operations Director
Andy is a BA (Hons) Politics and International Relations graduate and served as a Police Officer with Lancashire Constabulary for 30 years before retiring as a Police Inspector in August 2023.
Andy performed numerous roles and in December 2018, was seconded to the College of Policing as Unit lead for Public Order Public Safety and Public and Personal Safety Training. During his service, Andy was awarded eleven commendations and won a special category prize in the 2002 Problem Oriented Policing Tilley Awards.
During his time at the College of Policing, Andy provided national and international guidance on POPS policing and contributed to the development of the NPCC and College of Policing Protest Operational Advice Document. His extensive experience includes collaborative work with Forces, National Police Chiefs Council leads, and other key stakeholders.
Andy holds a Level 4 award in Preparing to Teach in the Lifelong Sector, a Level 4 Certificate in Teaching in the Lifelong Sector, and a Level 3 Award in Assessing Competence in the Work Environment.
Andy has accumulated significant experience and skills during his career which include:
- Extensive leadership and command experience including policing protests, commanding a wide range of public order saftey events.
- Proven ability to work at operational, tactical and strategic levels.
- Effective problem-solving skills and experience.
- Proven track record in developing and leading highly effective and high performing teams.
- Training delivery experience accumulated as a National Police Public Order Public Safety tactical trainer, Taser trainer and Joint Emergency Services Interoperability Principles trainer.
- Design and development of policies, procedures and doctrine at local, regional and national levels.
- Management and leadership skills regarding curriculum design and development,setting of national trainer standards.

They still have to undergo a vigorous selection process to show they have the skills, experience and knowledge needed.

Some examples of the level and capability of our Associates include:
- Ex Police Chief Inspector, Inspector and National Crime Agency Grade 3 who headed up the UK National Search Centre. All qualified to a high level with academic qualifications at Level 7/ Masters, with ongoing development at PhD level and a raft of operational experience
- Ex police Assistant Chief Constable, Chief Superintendents, National Crime Agency Grade 3 with many years of coaching and mentoring at the highest levels, again supported with academic level 7 and masters qualifications
- High ranking managers involved in training and operational decision making of their respective organisations including Assistant Directors, Senior and Higher Officers from immigration and border force, Prison Governors, to name but a few
